1) Why in the WORLD would he pass on the outside? Every mountain road has gravel on the outside, even in the summer. 2) Why in the WORLD would he pass on the outside when it is completely obvious the lean won't give him room between the car and the guard rail? It's obvious this is a fairly new rider that had a 'what the heck, let's go for it' attitude in that turn. Natural selection is a good thing! He won't be riding much longer. I certainly take calculated chances while riding. But part of the 'calculated' chance is to take others safety into consideration. I've often backed off of a corner when I see a situation developing that could hurt another. But if the coast is clear, game on. I suspect it's not only about consideration for others, but experience and knowing how to quickly recognize those situations as they develop. It happened in the mountains close to where I used to live as a kid. The guy on the OTHER bike died instantly, this asshole survived, but was in a coma for a while, then got a couple years in prison. The usual story: put a powerful bike under a troglodyte and watch what happens.

That first video. i dont want to comment much other than that guy is a make the beast with two backsing moron who should learn how to ride a bike first.
