Dave, silly question, but could you explain exactly what's happening here? Is this building or perimeter defense?

Yep. Looks like anti-rpg etc. defense system. Sensors detect incoming projectile and deploy a counter rocket that intercepts the projectile mid-flight before it impacts and detonates.

The video is over a year old. Haven't seen anything like this in the sandbox.

It's an interception device to intercept incoming weapons fire.
Similar to the Trophy Active Defense System (ADS) developed by RAFAEL which is already in service.
With both M1A1 and Challenger tanks being penetrated by RPG-29 in Iraq and the Merkava getting a major kicking in Lebanon in 2006 it seems this system is well overdue.
Then there are the top attack anti tank missiles which it should stop also.
so the incoming missile didn't hit the target, but the protection system might have blown a couple walls out of the building? It didn't really show how well the structure survived with and without.
