That is indeed a mountain stem , a reversible CODA item to go with the Cannondale ultra fatty fork. A fork that makes for a very nice mountain "road bike" setup. The 80mm monoshock is completely worthless, too. I find the headshock to work very well on the street with slicks , makes for a nice light fast comfortable bike with little flex in the front end.
