Title: Fork oil level

I am in the process of replacing the springs in my forks.  Purchased Racetech 0.95 springs from Rick at Cogent Dynamics (highly recommended) and cut PVC spacers for 10mm preload so I get in the right range.
Is the oil level (110mm from top) measured with the springs and spacers in or out?

In and compressed. You have to get all of the air out so keep pumping it up and down to purge out the air.
