THE RUBBER INSIDE MY FILLER FELL INTO MY TANK THIS MORNING WHILE FILLING UP. (not yelling, sorry) I fished it out.
My question, does it need to be there? does is act as a secondary seal? can i just put it back on and not worry or should i buy a new one.

It is not a seal, but acts as a splash guard.
Most of them fall off eventually.
If you decide to put it back in wait until you remove the bung to change the filter.
Throw it away. it will fall all the way in next time and you'll never be able to take it out.
If you can fill up your tank without splashing gas all over it, you're not riding enough. You should "donate" your bike to me.

but the bigger issue is that i was unaware that it had a fuel filter. buying one today so i canchange it. BIG thanks for that bit of info.

NAPA 3032 is an inexpensive replacement for the FI bikes. Not sure if it works on the S*Rs.

Ok, so this happened to me as well today. I was filling up and this started to fall off. Fortunately, I was able to snag it before it fell to far in. So, this is basically a useless part from what I can tell? I tried putting it back in, from the top but had no luck. Has anyone else bothered to put there's back in? thanks, Zipper

It doesn't fit into the filter holder thing quite the same as the OEM filter, but it fits well enough that I never even heard it rattle on my S4.
Mine fell out once and i took out the "bung"/cap and had a wonderful time trying to get that gasket and cap back on. Then if fell in again, so if i remember correctly its in the tank till this day. Its been that long.
Mine fell in before I even got the bike (bought used). Until I had to clean out the tank for a hinge braze I didn't even know it existed. I didn't put it back and have always filled my tank up the the metal edge of the fill hole. Never had a problem. The only thing finding this did was clarify the little diagram in the owner's manual about how far to fill your tank up ;)
