No not insulated, most HV overhead distribution and transmission isn't.
I've worked in a power utility for quite a while and have seen the results of many a tree branch, possum, snake etc but I've never actually seen it quite like that.

Some guy in Washington yesterday... crashed into a power poll... called his family and asked for somebody to come tow him out of the ditch... and then got out of the car and peed on the downed power line.... which electrocuted him and killed him.... his family found him with his drawers down and dead....

Anyhow, my wife, says "didn't they disprove this on Mythbusters?"   ;D

Of course we know how Mythbusters goes.... didn't settle anything on the plane on a conveyer belt issue.  [bang]

If a tree falls on a power line... and a dude pees on it... does anybody hear it?

Ok, that Jacobs Ladder on the HV switch is cool... and really scary. Holy crap that's a lot of juice there.

Nah they did the electric fence - not a high voltage line. Orders of magnitude in difference.

I just took a second gander at the ones near my house. Theres pigeons on them, shoes tied together that are thrown up there and they have a black rubber coating on them.

It may just be because im in a big city and theres easy access to them because you can jsut climb the tree ( the tree has foot pegs for easy access)
