Typically done when you fit high-comp pistons, or aftermarket ones, just to make *absolutely* sure there's no interference. Also done if you're changing cam timing in a way that may have the valves closer to the pistons. I'm pretty sure when he had the dial indicator installed, he was degreeing the cams.
