so I was replacing the fuel filter and noticed one of the vent tubes is clogged. The other one is fine, though. should I be concerned or is it ok as long as one of them is ok?

One is a vent, and one is a drain.
If the vent is blocked it's no big deal if you have no emissions can. Just pull the rubber 'button' under the cap and the tank will vent fine.
You need the drain. Just swap hoses if necessary so the hole on the side of the cap holder is connected to the open tube.

I think its probably the drain tube that's clogged.
have it all closed up for paint right now, but I think what I'll do is snake the vent from the bottom with some wire and connect a vacuum to the other end. that should clear it up.

Good luck with that. ;)...
use a little phosphoric acid down the blocked tube before you go digging.
That occurs because of the rubber tube under the tank being crimped BTW. You want to remedy that.
