Got a new rear tire put on tonight.
We noticed that the wheel catches at a certain point while spinning. Took a closer look and discovered that the chain isn't situated right against the sprocket for a few links. There is a gap between the bearings and sprocket as if the chain is being pulled more in one direction and not sitting comfortably. It is only a very short section of the chain but consistant with creating unwanted friction.
The mechanic suggested I replace the chain and sprocket. Anybody ever had this happen before? How often do these need to be replaced?
Bike has 13k miles
13k on an OEM chain is about as long as they last.
Looks like I am just going to replace both chain and rear sprocket. I was just curious if the issue had anything to do with chain tension or if it is just wearing out.

Probably not tension related, although there are many factors that influence wear.
You should consider replacing both sprockets.
