I know we aren't allowed to talk about LEO's doing such things, just wanted to make sure that service men and women aren't also included in that law.

Generally there will be a Line of Duty / Misconduct investigation. Riding without the USMC mandated gear, then getting into an accident where the gear would have prevented injury, generally means that you won't be getting retirement benefits / consideration for any of the injuries sustained from the incident. If you weren't wearing your required gear and an airplane fell on you, you would still get your benefits because no matter the gear, the airplane was going to crush you. Also, I have feeling this guy will have quite a charge sheet written up against him, so the benefits are only one piece of his concerns.
This is why the command has the discretion to approve or deny someone getting a motorcycle. That said, it is based on self-reporting, and it sounds like this individual likely wasn't the type to tell his command that he had a motorcycle, along with the suspended license, no insurance, etc. What a winner.
These sorts of incidents are why I'm forced to review each of my Marines who wants a motorcycle. I encourage them to ride, take the safety classes, and to ride responsibly, but these individuals setting a bad example don't make the job any easier for the rest of us.

I'll admit that I did once ride my motorcycle naked down my street to make good on a bet.

Anyways these two are clearly idiots, but one must be impressed at how the man walked two miles with a broken leg.
Of course his idiocy continued because he called the cops instead of a friend with a truck, and some clothes, so he could clean the scene, and then wander into a hospital later claiming he "fell down some stairs", but I suppose being wasted and having a track record doesn't help either.
