Definitely filmed in Australia (one bike rides past my office) although I have only seen it on the internet ... and in the home of the Gay & Lesbian Mardi Gras you may be surprised by how much it takes to get noticed.

Its an electronic toll pass ... and I like to think it is a subtle dig at the fact they don't make them waterproof - so there isn't a good place to put one on a bike.
