legal answer is,'it's up to the discretion of the tech doing the inspection' the short answer is yes.

In most states you'd be amazed with what you can get away with. If you have blinkers they all must work, but if you dont have them at all it's good.

you have to have a horn...any sort...no joke a kiddies bicycle horn will pass inspection

I bought my current monster from NY. The owner had the same taillight/turnsignal system. It did not pass inspection because the turn signals have to be a certain distance apart from one another. He added a small pair of signals right outside of the light and then it passed.

In Ohio, they don't inspect bikes. I'm debating on removing the extra signals, but extra visibility doesn't seem like a bad thing.

Here (VA) gas stations are allowed to inspections. The gas station guys know the basics, but don't know the details like the statute regarding the minimum distance from center that signals must be. So they are happy if there are signals - though in va you can run 100% sans signals, but if you have them, there must be on all 4 corners and work. MC shops can do inspections, but know the details of the rules and catch more flack if a bike certified by them gets a fix-it ticket for an item like the signals.

Long story short - if you were here I'd send to down the street to my local service station and it'd pass and you'd have your decal, but not be 100% rule compliant.

sometimes they will take your money then fail you.

sometimes they will tell you its going to fail because of whatever reason.

i was going around town looking for someone to pass my bike. it had the motodynamics taillgiht as well.
he said both blinkers up front and the integrated rear are LED so the are illegal because LED causes some shit with human eyes. etc. No exhaust etc.

whatever i weent somewhere else, he sat on my bike. burpped a little bit and gave me a sticker.

Was he wearing a tin foil hat too?  Yes, LEDs do cause some 'shit'... it's commonly called seeing... asshats.

I bring mine to a place that specializes in cruisers, they dont really look at anything other than the tires.
