I've pulled the pump, level switch, and filter and am left with this conical rubber thingy ??? It seems like it was just kicking it at the bottom of the tank. What you see here is how everything looked upon removal. Is there a guru in the house?

It's only lightly glued into a groove on the cap holder. Most fall off and remain left off. BTW - Motowheels has replacement pick up screens. It's that metal mesh, surrounding some fibery stuff that's attached to the end of the fuel pump assembly if you want to freshen it up.
