At one point the casino that he stole them from said that they could trace them but wouldn't tell how. Some casinos use RF chips in their chips so that they can trace them but not all of the casinos will admit to doing this openly in order to keep up the "maybe we are, maybe we aren't" defense kinda like a fake security cameras. I dunno, considering that they didn't find him until they caught him trying to sell them on a forum, I'd say that they couldn't trace them.

Whether that's via printing or RFID chip or ? they didn't say.
They obviously could not track the chips. The article says he stayed at the resort gambling with them. They even comped him a room for a week likely due to the amount of money (chips) he was playing.
