So I'm running into an issue and hope someone in the area has an idea what I can do to resolve it.
I purchased my bike in Ohio. I never registered it there since I live in MD (military) but my state of residence and my license and all that stuff is for VA. I tried to title/tag the bike in VA. DMV said they can't do it since I don't have a previous registration showing the bike in my name and I don't have a title. The only thing I have is the bill of sale, the paperwork showing that I did not register it in OH and planned to register it in VA, and a notarized "Memorandum Title" which has all of the title information...but it's not the actual title. There is a lienholder on the bike. The dealership can't give me registration stuff because it was never registered, but they said they sent a title to the lienholder. The lienholder says they don't have the title so they can't produce one for me to take to DMV.
So, in short, DMV says I can't title/tag it until I provide either a previous registration in my name, or the physical title. It doesn't seem like I can get either one anytime soon. What options (if any) do I have so that I can title/tag this freaking bike soon!!! (temp tags expire on the 16th)???
I think it's out of my hands, but thanks for any input.
You should be able to order a replacement title from whatever state last issued a title for the bike. Your memorandum of title, I think, should have all the info they would need to get you a replacement title.

I got more word from the lienholder today. They sent the title back to Ohio. They are going to have it sent back but said they need a "State Change Request" form from VA in order to title it in VA at this point. I searched the DMV site and couldn't find any form that even closely met that description so I'm gonna go there in person today and try to track down the proper form.
I'm on a timeframe here. The temp tags expire on the 16th. I'm scheduled to take a 3 day MSF course the 17th-19th and they require properly registered bikes, no exceptions. Gotta get this done ASAP!!!!

Good luck with that timeframe, bro. Generally, these things have to be handled manually which means they get done at the end of the day.
You need to make sure the lien is cleared. Once it's cleared, the named titleholder can get the title. If you have a bill of sale and it's notarized with the seller's info, you MIGHT be able to get the title, the problem is that the title still requires the named owner's signature to transfer.
If you bought it from a dealership and that's the deal they gave you, I would call the Ohio state AG's office. They are not legally permitted to sell a bike without a clear title in hand that is transferable. I am not aware of any state that permits a licensed dealership to sell vehicles with a prior lien on them (that is, someone else has the money, bank owns the title) unless the lien is in YOUR name.
You can get a temp tag extension, FYI. Tell them the deal, show them your paperwork and 99% of the time they'll give it to you. I don't know how many "temp" renewals you can get, but they give you latitude with it because a) it's more money than a regular tag and b) it keeps you using your vehicle, which means more revenue when you get pulled over.

Got it all taken care of. The bike is now properly titled/tagged/inspected for VA. Just wanted to update the thread.

Lots of phone calls to the dealer, lienholder, and DMV acting as the middle-man to coordinate the transfer of the title. It came down to a clerical error (title was sent to Oho DMV and waiting for me there) that just needed to be cleared up, but no one was doing their part to make it happen so I just had to make a bunch of calls and walk them through it step by step.
I rode my bike for a month with expired tags, the sticker was on my microwave, i would just ride it anyway being that it is a yellow 748.
