Title: 98 Monster 750 Dry Clutch?

Does this bike have a dry clutch? I only ask cause the cover is solid

No.

Only monsters of 900cc and above came with a dry clutch from the factory.

KEY WORDS THERE....there have been some people to do Dry Clutch conversions in the past, I heard of one guy doing it to an older Pantah based motor using casing parts sourced from an 851 motor that ate itself when it threw a belt....but it is far from the norm and a whole lot of trouble for to hear the sleigh bells ringing of a dry clutch.

dont' feel bad about having the wet clutch. It's better.
