I'm changing gas tanks, 05 S4r, and after removing the actual cap and its ring, followed by removing the 8 very small set screws, I can't get the "outer ring" to budge.
I'm working carefully so as not to damage anything, so I may not be applying enough pressure to lift the ring... I'm assuming there's a large O ring to create a seal, so that may be what's holding me up.
It's in there tight; any suggestions as to how to remove it? My manual says to simply "pop" it out...

Put your fingers in the opening, thumbs on the tank, and pry/pull.
Or put a hammer-handle in the opening and pry.

Well, I used a handle, just as you suggested, and it popped up without trouble.
Because I've never been inside the tank before, there was a bit of a learning curve, but it turned out to be quite straight forward.
I was able to find a tank in perfect condition, but now I need to paint it, so it looks a bit funny with a blue frame, white wheels and a red tank... red, white and blue!
The tank turned out to be pretty expensive, so I think I'll ride it the way it is and save up for nice paint.
Anyone want to trade a blue tank with white stripe for a perfect red tank?
