I ordered an adjustment tool for my 2010 Monster 1100S and this is what I got. It looks like its missing a handle, an I correct?

If the end is 17 mm then your tool kit spark plug wrench is the handle.
For my VFR's eccentric wrench, which looked a lot like yours, I took a short length of thin walled steel pipe and squeezed one end of it in a vice until the opening was thin enough to hold onto the end of the wrench without having to force the wrench into it. It worked fine all the few times I wanted to adjust the eccentric.

It's way too big to fit in the spark plug wrench. The last time I used it I used a piece of 1" PVC as a handle. I sent a message to Pro Itilia (where I got it) so I should find out soon. This is a Ducati part, the aftermarket ones have handles.
Not certain, but if it is a Ducati shop tool, there is also probably a separate handle made specifically for it. There are a couple different size spammers that could use the same handle. Seems strange though since in a shop you are more concerned with saving time and convenience than a few $ and a bit of space.
Free Tip: For chain adjustments on a SSS bike, I've found that a large flat head screwdriver placed horizontally perpendicular through the top slot of the OEM sprocket works better than a spanner. With the blade laying flat in the notch, rotate rear wheel to adjust (not to be mistaken for the "chisel" technique). The only downside to this method is that you have to put your beer down as it takes two hands.
