They don't have any other form of transportation. It's not uncommon to see an entire family on one scooter. No helmets, no gear of any kind.

The guy with the roller blades and the dudes with the stroller still get a wtf though.

It rested on the right side driver footpeg, with bungies across the top of the bike. My right foot was on the top of the gearbox.

He has a pelvis injury that makes it very painful for him to walk, as well as sit in a car. He can get around fine on rollerblades. He is not allowed to take public transit with rollerblades on. According to him the motorcycle/rollerblade combo is the only reasonable way for him to get around. He has a handicap plate for the bike.
