If you buy a used motorcycle out of state does it need to be smogged when registered in CA?
To the best of my knowledge, and experience, no smog is needed. Although it must be at least 2 years older than current model year, or over X,XXX miles... not sure of the exact number.
DMV should have it listed on their site.

No smog but if it's not above the two year/mileage dealie they give it to you pretty good when you register it.
I bought mine before I knew I was moving out here. When I took the job, moved and went to register it...cost over $600. Ow.
7500 miles. You'll need to be able to show the federal emissions sticker and the federal VIN sticker. Make sure you don't take off either one - ask me how I know.
There is no mileage factor as long as the bike meets emissions. Pretty much all newer bikes do. All late model Ducati's do.

+1 with only one caveat, if it even applies to any late model bikes anymore. The bike needs to be 50-state compliant, vs. 49-state compliant. Seen this emerge from my own research on the topic before.
