Confused!! Looking at the manual it says the opening shim should be .05-.15 and closing .00-.20? What???

The .00-.20.. I feel like .00 is a little, i dunno, tight? .10-.15 is understandable for the opening gap.

Well first of all those dimensions are in mm.

The 2V Ducs run best with the closer set as close to zero as possible without causing drag on the cam when rotated by hand.

If you remove the belts you can feel the drag if you get it too tight.
