There's a couple of areas in the city where bikes seem to congregate during the day. I see a cluster on 5th and around 19th every day. Maybe it's just been a regular group of bikes for a while? Maybe it's the construction guys who ride in to the jobs in that area? Basically, it started with the construction workers (you can even read what union they're in on a few license plates) parking their bikes there, it then grew into a few/bunch more bikes parking there. I've heard of some getting tickets, but I've never seen any. Nor have I seen anyone get towed. But don't be fooled, it is illegal to park a motorcycle there as it's "commercial parking only" There's a parking garage right there (I think Kinney) that offers spots for bikes inside for a little more than it would cost to get one ticket per month.
