I found all this crap under the exhaust valve cover. Oil sludge? Is this indicative of any sort of problem? BTW, that means your valve clearances are 0.005" opener and 0.005" closer. Or, just about perfect! I'd definitely leave those as is. I was able to easily - and carefully - remove it with ordinary paint remover. But why did they paint the inner surfaces - is this just incidental overspray?
