Yes, this doesn't affect Ducati's sold in the US. But it does affect many other motorcycles that we "could" own. But many of the EU-branded motos that fall in this range (BMW 310R, KTM 390 Duke and RC390, Royal Enfield Himalayan, etc.) are produced in India. Does that not make them a 'product' of India, rather than a state of the EU?
