I don't know of any race series that broadcasts their testing on TV in the US. Does F1 provide a video subscription like MotoGP?
Not to my knowledge. Not sure why they don't. Speed week for the INDY 500 is always broadcast as well as the week leading into the Daytona 500. Not enough folks in the states would watch testing though.
I checked the F1 site and came up with bupkiss. This could be something that is addressed in the future with Bernie gone (I hope at least). He was rather anti-new age info.

Sauber beat McLaren in '15, and McLaren barely finished ahead of Toro Rosso (running a year-old Ferrari PU, yes?) in '16.
I'm not seeing that a factory Honda PU is better than even a year-old Ferrari PU.
They will get em at a "discounted price" as per other site, that I cannot link for some weird reason . . . Sauber seems to be pissed off that Ferrari wouldn't give them '16 engines . . . When Sauber was purchased last year, new owners paid Ferrari close to $10M for engines and then in order to keep cost down, they finished the year with the '15 engines and were NOT able to come to an economical agreement for '16 engines . . . Remember, those are leased not purchased . . .
