It shows the pinch bolts 20 nm 1-2-1 as stated above.
2000 should be a small steering stem bike, not the large stem with top nut style like the ST frame based S4. 2V models didn't get the ST based frame until 2002 model year.
I use 20Nm on all the pinch bolts with the bolts greased. The lower and upper triple bolts I do 1-2-1-2-1-2-1-2 until they stop moving. That way both bolts have the same loading on them and hopefully constant loading across the width of the clamping material.
The top ring nut that loads the steering head bearings I give a bit of a nip, but it's not really tight as such. Then I fit the upper triple clamp, screw the top hex nut down and give it a bit of a nip to set the upper triple against the ring nut without really loading it and changing the steering head bearing loading - which is the point of this procedure. Then torque all the upper triple pinch bolts to stop it going anywhere. Once I've done that, I undo the top hex nut and then nip it up again with a bit more force.
But because the upper triple is clamped onto the steering stem, the ring nut is now pretty much immune to load from the top hex nut - within reason of course.
