How about making the "How-To" section a child board of Tech? Form the recent number of MOVED topics people don't seem to get it. This way, most people would go into tech to post their tech questions and and can then read the How-To section for those items. People that are actually writing the How-To's are probably smart enough to figure out how to get there.
