fork seal replacement?

So I've decided to change my own fork seals aftr noticing a leak. I'm using Mangeldbug's awesome write-up in the tutorial section, which has been fantastic. I have the new seals in and at the point where I need to preset the rebound adjuster before putting the fork back together, however I'm having an issue with the rebound screw.......it won't move.

Have I missed a step or something obvious?

Any thoughts would be very much appreciated.

oh yeah.....forks are adjustable showa's off a 2000 900ie.
