Sadly...I think he is following in his brothers footsteps...
He was seen on the red carpet after "Walk the Line" asking if there was a large frog in his hair...and saying that it was crawling out of his scalp...

It's all an act. He's a smart man and he's been spotted doing this same thing in a lot of different areas for this "pseudo-documentary"...

R2, did you see celebrities just showing up themselves? I would think they would have handlers. What kind of handler would let someone interview in that state?

I saw Bill Shatner leaving, but I have no idea if he had a handler.
I would imagine the handler would not let him get too jacked up for an appearance though. Not really sure what handlers do. Personal assistants? management? fluffers?
I think it's an act. Letterman is clever enough to go along with it. (I didn't see the show, just speculating)
