trouble maintaining constant RPMs (RPMs dipping rhythmically)

fixed the chain tension a couple weeks back, but still noticing a slight surging or pulsing feeling from the engine...  something isn't quite right but i have no idea what it is or where to start.  as much as i'd like to drop it off at the dealer and describe the problem and tell them to just "go to town" and figure it out...that's not realistic for me, $$-wise.
