In that case I think a metric cruiser would be your only option since the Harley is too pricey.  I would look at the Yamaha Royal Star.

It uses the V-Max engine without the V-boost.  Much more powerful and smoother than a Harley or a metric Harley clone.  The V4 is a great engine and the bike looks great too.
