Slow throttle Response

Hi Guys, I'm a newbie to the world of Ducati and I have a couple of issues with my 2002 M400 (carbie).
Firstly, it takes forever to warm up with the choke on, and I mean a good 7 minutes. Only then do I feel confident enough to disengage the choke with the hope that it wont stall. Even then I have to blip the throttle to keep her alive enough to take off in first. Is this normal? Once warmed though she runs fine and idles fine (around 11,000rpm).
Secondly, I feel as though my throttle 'sticks' sometimes. For example, i will be at the lights and I go to take off and the first twist of the throttle does nothing, but the second twist revs and all is good. It feels like the first twist of the throttle is not opening up the carbies, but the second throttle twist unsticks the carbies and she is good to go. how can i remedy this?
I hope this all makes sense, and any advise is most appreciated.

fairly typical for the carbed bikes ive ridden (no 400s, but a good amount of 750's/900's)

poor throttle response/stalling until they get completely up to temp (10-15 minutes of sitting at a dead stop, holding the throttle at ~2.5krpm)

Yeah that sounds pretty much how my bike runs, takes ages to warm, but once warm she runs great....

m400 are especially bad.  some will hardly rev when cold.

first thing to do is check the idle mixture screw settings.  they need to be 2 to 3 turns out.  i've seen a few that are 1 turn out, bringing them out some more makes a real difference.  if you can get the idle mixture checked, it needs to be 4% CO or higher.

further things that help are the california cycleworks coils and doing the cam timing.

spark plug gap too.  pull it down to 0.60mm if it's bigger than that.  even with better coils i'd start there.
