Sounds basically like a keratoprosthesis, which is a type of implant we've been using for a couple of decades. However, the autograft of tooth enamel reduces rejection rates as the article states. I've seen some long-term keratoprostheses be relatively successful, but I don't believe this exact procedure is being used in the States. It helps in a case where the reason the person can't see is do to corneal and iris damage. In other words, the retina and optic nerve, as well as the visual pathways in the brain, would have to be intact.
