Look at the bottom of the front wheel.

Follow the cable hooked to it back to the rear wheel.

Wheel drives a cable, which in turn drives a little propeller.

Whole contraption moves forward...ish.

Either that, or its electric (tiny generator driven by the rear wheel, tiny electric motor) but same idea.
