In my experience the only time those measures are necessary is when the initial repair is hacked.

Being a hacker myself, I'm impressed with guys who can do that kind of work - English Wheel and TIG welding things together so the finished result is more or less seamless.  I did patch in some pieces on a couple of rusted out truck fenders.  They actually came out OK, but it took an unreasonable and unjustifiable amount of time, even for hobby work.
