I dunno... bunch of cops on the side of the road - they'd probably get my attention too. Maybe they should have moved back a bit to give drivers a bit more advanced warning.

I vote moron. If you're driving at a speed where you can't stop in less distance than you can see, you're going too fast for the conditions.
If the state had not cut funding for the mental institutions, this project could never have happened.
