spring loaded lisc. plate holder idea.

I went out for a ride last week. it was pretty nice but the pavement was not the best, so it was a lil bumpy. so after my ride i find my lisc plate wrenched forward. im guessing that the plat caught the tire over a bump and pushed it forward. i was thinking of building something that incorporates a hinge and spring so if the plate hits it will just go back to its normal spot. the cops are lil crazy in my town and would like to cut back on what they can pull me over for.(counted 8 in a five min drive). So if any ones got some ideas would be greatly appreciated

wheels spins and it can move back about 2-3 inches if the tire does hit it

Where is the plate mounted now?  ???
