In WI being drunk while riding a bike won't get you a DUI, it's a public drunkenness ticket.  I heard on the radio that this guy already had several DUIs.  In  most places you can get at DUI for being drunk and have the vehicle move.  In some states just putting the key in the ignition can get you a DUI.

I think the idea with suspending licenses for things like this usually only occur if they already have DUIs on their record.  It's probably hoped that a suspended license will finally get their attention.
