8 short turn signal flashes when turned OFF

Local new owner asked.

'05 S2R 800

Bike has been sitting for a couple of years.
Battery charged.
Starter works, but engine does not fire.

At this point, his only input is that right hand side turn signals flash when he turn the key to OFF.
(he says there is no alarm system)

Heard of this?
