Loose termignoni mufflers?

Are the Termignoni's supposed to be kind of loose when you try to rotate them at the mount? I noticed that my Termi's aren't totally tight at the seam right after the spring-clamp section. My stock mufflers are all welded together up to the slip-on portion, but my Termi's are not welded at this part. Is this normal?
These are the Termi carbon sleeved units that came with the Ducati Performance kit for my 696.

Normal.  Crap but normal. 

I chose to no longer notice.
