Wonder how the guy managed to find it?
Maybe he didn't.
If you found a camera with that video on it, wouldn't you put it on youtube??

What is that guy up to before the seagull steals the camera? Why is he walking slowly toward a house... Isnt a GoPro normally for an extreme sport? I feel like he is up to no good... but then again I could just be watching too many movies.

Gearshift:
No, Bender, wait. We're the lamest frat on campus. Even Hillel has better parties than us. Please, you've gotta stay and teach us how to be cool.
Bender:
Hmmm... okay, but I'll need ten kegs of beer, a continuous tape of "Louie, Louie," and a regulation two-story panty-raid ladder.

I think it's a viral ad from GoPro to begin with.
Just found this; an interview with the owner of the camera:

"Yelling out of cars, turning your speakers out the window to blast your music onto the street, setting off M-80 firecrackers, firing automatic weapons into the air—these are all well and good. But none of them create a merry atmosphere of insouciance and bonhomie quite like a revving motorcycle.
