What are those hoses??

I recently did the whole "emissions" delete thing (not really all emissions but thats what its referred to). While removing the hoses that run to the outside face of the intake runners and then plugging them, I noticed that there is another pair of hoses on the inside face of the runners. What are they and do I need them?

You should eliminate the vacuum petcock and replace it with a manual unit.

Those are prone to failure and can fill the cases with gas, or stop the bike from running.
