Can't get Gas Lid back on 99 750

I have a Ducati Monster 99 750 I had sent in for body work. Mainly the handlebars hit the tank. So i took off the gas lid part (the 3 outer rim screws and the inner screw) and sent it for paint. Got it back and now for the life of me I can;t get this back on the tank at all. I can get it to lock while sitting on the tank but the moment you start to thread the screws it starts to pull down on the outer rim and the actual pid that covers the hole gets offset. then you can up it up to tighten the inner screw but then it wont close enough to lock it in. any help or advice would be greatly appreciated.

Are you trying to tighten the screws with the cap locked?
