M1100 electrical, lights

My 09 M1100 blows fuses in # 2 slot, (15amp) running lights.  All other lights are working running thru fuse #3 (15amp).  Even with all tail section lites disconnected, #2 has a short to ground on the load side.  It seems that the head light relay may be the problem, but I can't locate this relay. Where is the head light relay located?
Also, what is the device attached to the tail section cover with a six pin connector and runs with the ignition on?

I can not answer your question since my 1100evo does not have an external headlight relay.

I looked at http://www.ducatiusa.com/services/maintenance/index.do and brought up your owner manual and parts manual. The wiring diagram in the owner manual shows item number 43 as a headlight relay. I could not find a headlight relay in the parts manual. Adding to my confusion is Dwg 18 which shows two relays. They resemble the ABS relay illustration for my evo but the 09 does not have ABS. They are located on the right side of the ECU connector and near the starter solenoid.

If it were me, I would inspect the headlight connector bolted to the left aft side of the lower triple. It has been known to fail. Any discoloration should be cause for concern. Even though most failures there are disconnects and not shorts, it is easy to check.

It turns out the problem was a short in the license plate light (after market - careless installation)which feeds from the #2 fuse without going thru the relay. After all my checks I found the lights relay is next to the battery box and the ECU, plugged into a little box next to an identical relay, maybe the fuel injection relay.  Both are easily unplugged and checked with a multimeter.  The headlite assy connector is easily accessed at the lower triple clamp. 
I got great info from a download at Ducati-manuals.com, except the very nice pictures of components, with identifying numbers,  do not match the numbers in the wiring diagram and index.  Plate P shows the lite relay but calls it #44 which is the front left turn signal in the index; and the ECU connector is called #45 which is the right front turn signal in the index.
