1)  Passenger pegs -- so I rcv'd some new all metal stock appearing passenger pegs with the spring. ball & 2 plates with detent.  Do I use both plates or just one?  Do both plates go on the same side as the spring or one on each side of the peg.  Yes, I realize these are armature questions.  Both will fit but it is quite tight with both plates in.
2)  I had to pull the forks to put new seals in.  From the top edge of the fork cap, not the nut in the very center, they were 12mm off of the triple clamp.  Is this correct?  If not, what should the distance be?  The PO had clip-ons installed so I don't know where the stock fork tube positioning was.

TIA.

Did you download the parts pdf from Ducati?

That will answer the footpeg question.

12mm sounds reasonable. I don't think there's a 'spec'.

The pegs are a little different between years and between pssenger/rider. One plate on each side, so maybe all it takes is a little sanding on the pegs themselves...

There is a spec from the top of the lower triple to the top of the fork.  Sorry, I don't have access to it at the moment.
