Can blown fuse cause CEL?

On the way home Friday I noticed my headlight wasn't on. Having had problems with the headlight before I tried jiggling the wires leading into the headlight bucket to no avail.

Then I looked at my dash and noticed my Check Engine Light was on. I turned the bike off and on but again to no avail.

I have had zero time to look at it further, but ASSUMING there is a blown fuse, would that throw a CEL or is it a coincidence that I noticed both at the same time?

It turns out that my headlight relay is bad causing the check engine light.
