Hi,
I need to remove it, but one of the retaining screws is very close to rear tire. Do I need to remove rear wheel (surely not!) to get to it, or do I just need a very short-reach allen key?

Need is a strong word.  It's possible with a long handle short end Allen, but not easy

Rear wheel removal will make this ten times easier
