If the state had not cut funding for the mental institutions, this project could never have happened.

So... buying breeding rights automatically gives your pet a make the beast with two backs buddy of the same pedigree anytime you want? Am I understanding this correctly? I'm just curious.

I'm slightly confused by your question because of the wording, but here is a stab at the answer:

This is my understanding of how it works, I may be wrong.  Many "purebreed" animals out there are registered with some sort of breeding organization.  Usually these organizations are set up to guard the integrity of the breed.  If you buy one of these creatures there are usually two types of contracts involved.  A pet contract that says you aren't going to breed the animal again and many of them have a clause where you agree to have the animal fixed.
The other type is a breeder contract.  That usually means that you have intentions of breeding the animal down the road.  In theory that means you have the potential to make money off owning the animal.   The person you buy the animal from usually charges more to get their "cut" of that potential profit.  You usually also have to pay more to register the animal with whatever organization you choose.  It "helps" control the number of people that might just try and get their hands on a few of these animals just to make a profit.  With no real interest on the overall breed or the individual animals needs. They are supposed to be safe guards I guess.
Scumbags still will go and import animals from other countries or do whatever they can to get their hands on some.  Then they set up operations that just pump animals out for a profit, with no interest in selective breeding etc.  Most people have heard the term puppy mill before.
Now not every breeder has things set up like this.  I just know this because of the research I did when I was looking into my puppy.  I found it to generally be the same with the people that breed fancy/exotic/whatever cats.

Basically correct. I would add that some(even most) breeders are interested in improving the breed, not just making a buck. The idea is that the animals that conform more closely to breed standard should be bred, while the ones that have a feature that is considered undesireable should be fixed and sold as pets at a lesser price.

Yes, this will be an indoor only cat.

Supposedly, they reach 20+ pounds, and 18-24" at the shoulder, but they are slow to get their full growth, and will grow continually for the first three years. Males are bigger than females, and this is a female, so I doubt that any of the neighbors kids are in danger(tho there are a couple  I wouldn't mind seeing get et.).

The tail is already docked. They don't chop it off. a day or two after birth, a string is tightened around the tail and left overnight. This cuts off bloodflow, and the tail dies and drops off a couple weeks later. There are a lot worse things done for cosmetic reasons, on humans and animals(anyone here circumcised?).

Any suggestions on a name?
