You mean like that?Huh?

Highlight the text inside the quote and click on the button above with an A & up & down arrow. Puts a box at the start of the text [size=??pt]

Just change the number to what ever point size you want....

.... or did you mean how do you make it look like this?

If that is the case type after the [/quote] which appears at the end of the 'quote' when it opens in the reply screen.
