Fork question: what is this part?

What is the part I've boxed in red?  It's a little torpedo shaped piece of plastic that covers the upper part of the damping rod.  My guess is that it is a guard to protect the damping rod from contact with the spring if it buckles inside the fork tube at high compression.  Can anyone tell me for sure?
